Dr. Sahar was an Indonesian physician, politician, and the general chairman of the Masjumi party in North Sumatra. In February 1950, he was a member of the official delegation that accompanied the acting governor of North Sumatra, Sarimin Reksodihardjo, on an inspection visit to Atjeh. He was also a member of the governing board (Dewan Pimpinan) of the Jajasan Universitas Sumatera Utara, the foundation established to fund the proposed university at Medan.
