The Bureau van Financieele aangelegenheden (“Bureau of Financial Affairs”) was a Dutch colonial bureau established by Gouvernementsbesluit (G. B.) of 30 January 1911 No. 3 to provide centralised leadership and oversight of the landschapskassen (territorial treasuries) of the self-governing territories of the Outer Possessions, including the Atjeh and Dependencies residency. In the Encyclopaedisch Bureau’s account, the Bureau van Financieele aangelegenheden was the principal institutional innovation of the 1910 centralisation of the landschapskassen — the “mijlpaal” (milestone) year that the Bureau identifies as the beginning of regular, complete, and uniform data on the territorial treasuries.

The Encyclopaedisch Bureau’s account of the Bureau van Financieele aangelegenheden appears in the chapter on the landschapskassen. The Bureau notes that “1910 forms a mijlpaal (milestone) on the way of that development. Before that year the establishment and management of the landschapskassen was rather à l’improviste, without pursuing uniformity in the various regulations; since that year the management and use of the monies have been subjected to general rules and direction, and oversight has been more centralised.”
The institutional instrument of this centralisation was the Bureau van Financieele aangelegenheden, “established by G. B. of 30 January 1911 No. 3,” from which “the central leadership (since 1913 also including actual oversight of the technical management) of the landschapskassen proceeds.” The Bureau van Financieele aangelegenheden was thus the institutional embodiment of the 1910 mijlpaal — the bureau through which the central Gouvernement exercised its oversight of the territorial treasuries of the Buitenbezittingen, including the eighteen kassen of the Atjeh and Dependencies residency.
