Snouck Hurgronje’s 1902 Djambi-Koerintji advice was the policy advice given by Dr. Snouck Hurgronje — together with the relevant advices of the Residents of Palembang and Benkoelen — that led the Indische Regeering in 1902 to adopt “an active policy with regard to Djambi and thereby also against Koerintji.” In the Encyclopaedisch Bureau’s account, this advice is the immediate occasion of the post-1902 extension of the Atjeh model of “effective authority” to other parts of the Outer Possessions — the moment at which the post-1896 pacification of Atjeh was deliberately translated into a colonial-wide policy.

The Encyclopaedisch Bureau’s account of Snouck Hurgronje’s 1902 Djambi-Koerintji advice appears in the chapter on administrative organisation. The Bureau frames 1902 as the moment at which the post-1896 strategic reorientation in Atjeh was extended, by deliberate policy choice, to other parts of the Outer Possessions — specifically to Djambi and the adjoining region of Koerintji.
The Bureau writes: “The date at which a beginning was made with the complete subjection to our effective authority — by which the unfamiliarity with the greater part of the Buitenbezittingen was lifted — properly dates only from 1902, when the necessity of an active policy with regard to Djambi and thereby also against Koerintji was adopted by the Indische Regeering, principally in consequence of the relevant advices of the Residents of Palembang and Benkoelen and of Dr. Snouck Hurgronje.”
The role of Snouck Hurgronje in both the post-1896 Atjeh policy and the 1902 Djambi/Koerintji extension places him as the intellectual architect of the wider Buitenbezittingen project of “effective authority.” The 1902 advice is the moment at which the Atjeh experience is deliberately translated into a colonial-wide policy — and the moment at which Snouck Hurgronje’s role expands from that of advisor on Atjehnese affairs to that of advisor on the wider Buitenbezittingen project.
