The Banishment and recall of Toekoe Tjoet Toengkoeb was a Dutch disciplinary measure of 1893 against the oeleebalang of the XIII Moekims Toengkoeb in Groot-Atjeh, followed within months by his recall, because the population of his district would not return to their abandoned kampongs (villages) without him.
The banishment
Having demanded the Dutch occupation of Kroeng Kali before assisting Toekoe Nja Banta, and having then been negligent in erecting the required watch-post on a neighbouring hill, Toekoe Tjoet left Nja Banta entirely in the lurch, became insolent towards Dutch officials, en maakte het eindelijk zoo erg, dat de Gouverneur hem, bij wijze van les, naar Malaboeh verbande — and finally made matters so bad that the Governor banished him to Malaboeh by way of a lesson. Hooijer quoted the judgment of a member of the sultan’s family upon him: hij bleef een aap, die nog niet getemd is.
Consequences of the banishment
Under these circumstances Toekoe Nja Banta had little success in resuming hostilities, and by having the wives of his former fellow-combatant transferred from the Toengkoeb district to Lamreng inside the geconcentreerde linie he caused a general dispersal of that chief’s population. The Moslemin immediately occupied the abandoned terrain and broke communications between Kroeng Kali and Toengkoeb.
The recall
Toekoe Tjoet werd uit zijn ballingschap teruggeroepen, omdat zonder hem zijn bevolking niet in de ontruimde kampongs wilde terugkeeren — Toekoe Tjoet was recalled from his banishment because without him his population would not return to the evacuated kampongs. Hooijer recorded that the recall had a good effect: the abandoned terrain was repopulated, and the Moslemin were thereby compelled to evacuate the fortified points they still held within it.
