The Atjeh-Deli Tram Connection was the planned and partially realized junction between the Atjeh-tram (Staatstramwegen in Atjeh, narrow gauge 1 January 1917 1,067 mm) and the Deli Spoorweg Maatschappij network (standard gauge 1,435 mm) at Bookit Koeboe between Besitang and Pangkalan Soesoe, intended to create continuous rail transport between the Gouvernement Atjeh en Onderhoorigheden and the Gouvernement Oostkust van Sumatra cultivation zone. The connection remained incomplete as of 1918 due to gauge incompatibility and unresolved financing.

Background

The Deli Spoorweg Maatschappij (D.S.M.), founded 28 June 1883 as a spin-off of the Deli Maatschappij, built a standard-gauge network radiating from Medan north to Pangkalan Brandan (via Tandjoeng Poera) and south to Tandjoeng Balai. By 1915 the main line Tebing Tinggi–Tandjoeng Balai (94 km) and the Deli-Towa extension to Batoe were complete, bringing the northern terminus to Pangkalan Brandan.

Simultaneously, the Atjeh-tram (narrow gauge) expanded southeast from Koeala Simpang through the Tamiang region toward Pangkalan Soesoe (Pangkalan Susu), an oil-shipping port on the Aroebaai where the Koninklijke Petroleum Maatschappij maintained tank installations. The Atjeh-tram reached Pangkalan Soesoe by 1918.

The Bookit Koeboe junction

At Bookit Koeboe, between Besitang and the Aroebaai endpoint, the two systems were to meet. The D.S.M. began construction of the section Pangkalan BrandanBookit Koeboe; the Atjeh-tram built toward the same point from the north. Because the Atjeh-tram used narrow gauge (1,067 mm) and the D.S.M. standard gauge (1,435 mm), a dual-gauge (three-rail) track was required on the shared section from the junction to Pangkalan Soesoe, allowing both systems to serve the oil port.

Gauge incompatibility and operational plan

The 1918 Dienstregeling of the Koninklijke Paketvaart Maatschappij notes the gauge difference explicitly: “De Atjehtram heeft smalspoor, de Delitram breedspoor, zoodat op het gemeenschappelijke baanvak 3 rails noodig zijn.” Through-running was impossible; freight and passengers would transfer at Bookit Koeboe or Pangkalan Soesoe. The D.S.M. hoped the connection would draw northern cultivation-area traffic (rubber, tobacco) to its port at Belawan-Deli rather than to Penang or Singapore.

Status in 1918

Economic and strategic motives

The D.S.M. saw the link as a voeringslijn (feeder) to pull Atjeh and northern Oostkust produce to Belawan. The Handelsvereeniging Medan argued that Belawan’s ocean-harbor development (Plan Nobel) made the connection essential. The Koninklijke Petroleum Maatschappij at Pangkalan Soesoe benefited from dual rail access for oil evacuation. The colonial government viewed the junction as completing the groote Atjehsche postweg extension into the cultivation zone.

Abandoned southern extension plans

The D.S.M. originally planned a line from Kisaran via Bandar Poelau and Merbau to Kota Pinang on the Baroemoen (upper Panai/Bila), connecting eventually to a projected Trans-Sumatran state railway via Goenoeng Sahilan and Taloek. After feasibility studies showed doubtful profitability even for the Kisaran–Bandar Poelau section, the company deze plannen thans geheel los gelaten (abandoned these plans entirely) in favour of the Siantar–Panahatan–Balige lake connection.

Significance

The Atjeh-Deli Tram Connection represents, in the Encyclopaedisch Bureau’s account, the principal infrastructural link between the two colonial gouvernementen of northern Sumatra — a link whose gauge incompatibility forced the three-rail compromise at Bookit Koeboe and whose missing Pangkalan BrandanBesitang section remained, as of 1918, the sole gap in overland communication between Atjeh and Oostkust. The connection’s completion would have integrated the Aroebaai oil port and the Tamiang cultivation zone into the Belawan-centred export economy — the same economic reorientation that the Aroe-baai-plannen of 1913 had sought, from the Atjeh side, to forestall.
