General Booms Answer to General de Stuers was a foundational military monograph published in The Hague in 1875 by General G. G. Booms under the title Over de eerste expeditie tegen Atjeh: Een antwoord aan Generaal de Stuers. The work provided a comprehensive analysis of the causes behind the defeat of the First Aceh Expedition in 1873.
Genesis of the Debate
In April 1875, General F. V. A. de Stuers published an article in De Gids criticizing an earlier essay by G. G. Booms. De Stuers defended the Dutch East Indies Government and attributed the failure of the First Aceh Expedition to tactical errors by commanders General J. H. R. Köhler and General E. C. van Daalen.
In his 1875 response, G. G. Booms systematically refuted de Stuers, arguing that the commanders were unfairly made “scapegoats” (zondebokken) for systemic governmental shortcomings.
Primary Arguments and Evidence
G. G. Booms established five primary causes for the failure of the 1873 expedition:
- Flawed political and diplomatic preparation by the Dutch East Indies Government, which declared war overhastily.
- Profound ignorance of Acehnese geography and society (zeer geringe kennis van land en volk).
- The complete absence of a permanent General Staff of the KNIL to coordinate intelligence.
- Unfavorable seasonal timing, arriving just before the Southwest Monsoon in Aceh Operations.
- Inadequate naval support to maintain communications and enforce a blockade.
