The Peutoeha was the eldest of the pepper-planters in an Atjehnese landschap, the representative of the oeléebalang in pepper-affairs, and in the course of the years the leader of the pepper-planters who had grown into the kepala kampong, the village-head. The peutoeha receives, in Broersma’s account, f 0.50 of the f 2.50 per picol that the pangkaigever receives. The institution is the principal lower-level intermediary of the Atjehnese pepper-trade, and the principal means by which the oeléebalang’s authority reached the individual pepper-planter.
