W. Steffens was a lieutenant ter zee who, together with B. van der Vugt, breached the fortifications of Tabanio on 27 August 1859. For this action he was appointed knight of the Military Order of William by Royal Decree 18 February 1861 No. 82.

The assault on Tabanio was a decisive moment in the Second Boni Expedition 1860, leading to the capture of the enemy position.
