Vice-admiraal Reynst was a senior Dutch naval officer who, alongside Van der Hoop and Schout-bijnaacht Van Kinsbergen, proposed the establishment of a permanent ship‑artillery corps for the Oost-Indische Compagnie in the period 1788‑1792.
Advocacy for a Standing Corps
Reynst’s involvement reflected the Dutch desire to professionalise colonial forces in the East Indies, a goal that was ultimately shelved due to financial constraints.
