Van Breugel, Clifford Kooq was a Dutch marine lieutenant who commanded the 4th company of the Left Half of the 1st Battalion, departing on 20 April 1874 aboard the steamship Vice‑Admiraal Koopman for the island of Poeloe Bras to assist in the construction of a lighthouse there. After the main expedition returned to Java on 22 April and 26 April 1874, his company remained on the island as part of the occupation force.

The presence of Van Breugel’s company on Poeloe Bras exemplified the Dutch practice of establishing permanent coastal installations to support naval operations in Aceh.
