Heuter was a Dutch officer of the Dutch Marine Corps who commanded several operations in the Aceh region during the 1890s, notably the expedition against Tamiang in 1893 and the broader campaigns that followed the earlier Atjeh expeditions.
Heuter’s leadership is documented in the corps’ official histories, where he is credited with improving coordination between naval gunboats and marine infantry during jungle operations.
