Generaal Whitton was a later Kommandant van het Leger (commander of the Netherlands Indies Army). Verstege, in Appendix D of his 1886 pamphlet, cites Whitton’s report of 28 November 1874 (p. 28), in which that general declared that it had become plain that in order to gain and keep a footing at Atjeh “meer middelen aan personeel en materieel noodig zijn dan waarover in April, Mei, Juni 1873 (dus tijdens en nog zelfs na de eerste expeditie) kon worden beschikt” (“more means of personnel and materiel were needed than could be disposed of in April, May, June 1873, that is during and even after the first expedition”). The report is one of the official testimonies by which Verstege showed that the first Atjeh expedition had been begun without the necessary means, in the knowledge of both government and council of war.
