Dr. C. P. Gunning was the director of Volkslectuur (the Bureau for Popular Reading) in Weltevreden, Java. Under his direction, the Nederlandsch Indië Platen Atlas (1926) was produced and published.

The foreword of the atlas states that the work was published “door de goede zorgen van Dr. C. P. Gunning en van Volkslectuur […] bezorgd” (through the good offices of Dr. C. P. Gunning and of Volkslectuur). Gunning’s role in commissioning and overseeing the production of the atlas placed him, alongside the Volkslectuur institution he headed, at the centre of the colonial government’s effort to produce an affordable, accessible, and popularly-written account of the Dutch East Indies for a wide audience.
