Van Teijn’s active defense of September 1889 — the reform introduced by Generaal van Teijn at the end of September 1889 to replace the passive defense of the linie (defensive line) of Kota Radja with active patrols, ambushes, and reconnaissance beyond the line of posts — is, in Van Heutsz’s 1893 tract De onderwerping van Atjeh, the operational exhibit Van Heutsz adduces to prove that “het niet moeilijk is het ei van Columbus zelfs om al dadelijk de veiligheid van onze linie ook gedurende den nacht weder te verzekeren” — it is not difficult, even the egg of Columbus, to restore at once the safety of our line also during the night. The reform was introduced “tegen het einde van September 1889” and produced its result “reeds vóór het einde van December van dat jaar”: within three months, “het uit met ‘s vijands overmoed” — the enemy’s presumption was over. Van Heutsz’s endorsement of the reform — “is, dunkt me, onder het bestuur van Generaal van Teijn afdoende bewezen” — is the operational warrant Van Heutsz invokes in the closing half of the tract, against the calls for a renewed Van der Heijden-style armed conquest of Groot-Atjeh, to argue that the security of the linie can be restored without a fresh military campaign.

The September 1889 reform

The reform was introduced by Van Teijn “tegen het einde van September 1889” — at the end of September 1889 — and replaced the louter passieve verdediging (purely passive defense) of the linie (defensive line) with an active defense based on patrols, ambushes, and reconnaissance beyond the line of posts. Van Heutsz’s account:

“Tegen het einde van September 1889 liet de Generaal daarmede een aanvang maken en reeds vóór het einde van December van dat jaar was het uit met ‘s vijands overmoed”.

The reform was, in Van Heutsz’s reading, the ei van Columbus (egg of Columbus, simple solution) — the egg of Columbus, the simple solution everyone had missed — by which the security of the linie could be restored without the costs of a renewed armed conquest. The reform’s three-month timeframe — September to December 1889 — was, in Van Heutsz’s argument against the Van der Heijden-style campaigners, the operational exhibit that proved the linie’s security was not, as Scherer had argued in his 1891 lecture, a three-year project but a three-month project: “Hiertoe heeft men lang geen drie jaren noodig, zooals Scherer als termijn stelt, maar dit kan men in veel minder tijd bereiken”.

The patrols and ambushes

The reform’s operational content was, in Van Heutsz’s account, the substitution of actief — active — for passief — passive — defense. The active defense consisted of three elements. First, practisch gestelde hinderlagen (practically-laid ambushes) — practically-laid ambushes — placed not behind the cintuurbaan (perimeter fence) but in the enemy’s own terrain: “hoofdzakelijk in zijn terrein, in of nabij zijne loopgraven, buiten de lijn onzer posten” — chiefly in his terrain, in or near his trenches, beyond the line of our posts. Second, verrassend optredende patrouilles (surprisingly-acting patrols) — surprisingly-acting patrols — that kept the enemy “in voortdurende onrust” — in continuous unrest. Third, verkennen (reconnaissance) — reconnaissance — of the enemy’s positions “van zeer nabij” — from very close by — so that the commander would always know “tot in bijzonderheden, wat zijne troepen hier of daar te wachten staat” — in detail, what his troops here or there had to expect.

The reform’s three elements — ambushes in the enemy’s terrain, surprising patrols, close reconnaissance — were, in Van Heutsz’s reading, the operational inversion of the slechtste stelsel (worst system) the reform replaced:

“Het slechtste stelsel is louter passieve verdediging met blokhuizen en dergelijke, ook nacht aan nacht uitgestelde hinderlagen achter de cintuurbaan; zulke hinderlagen achter een vaste grens worden door den vijand, op oogenblikken dat hij zelf iets van plan is, geobserveerd en aangevallen of afgewacht, en vallen in ‘t laatste geval zelf in hinderlaag”.

The passieve verdediging (passive defense) — passive defense with blokhuizen (blockhouses) and night-after-night ambushes behind the cintuurbaan — was, in Van Heutsz’s reading, the slechtste stelsel because it allowed the enemy to observe, attack, or wait out the ambushes, and to fall himself into ambush when he was planning something. The actieve verdediging (active defense) — active defense with ambushes in the enemy’s terrain, surprising patrols, and close reconnaissance — inverted the logic: the enemy, not the Dutch, would be the one in voortdurende onrust (in continuous unrest).

The end of December 1889 result

The reform’s result was, in Van Heutsz’s account, achieved “reeds vóór het einde van December van dat jaar” — already before the end of December of that year: “het uit met ‘s vijands overmoed” — the enemy’s presumption was over. The three-month result was, in Van Heutsz’s reading, the operational exhibit that proved the reform’s effectiveness: the security of the linie was restored, at night as well as by day, within three months of the reform’s introduction. The result was, in Van Heutsz’s endorsement, the afdoende bewijs (conclusive proof) — conclusive proof — that the linie’s security could be restored without the costs of a renewed armed conquest.

Van Heutsz’s endorsement: “afdoende bewezen”

Van Heutsz’s endorsement of the reform is, in the 1893 tract, the operational exhibit he invokes against the Van der Heijden-style campaigners who, “in den laatsten tijd” (in recent times), were calling for a renewed armed conquest of Groot-Atjeh:

“Dat het niet moeilijk is het ei van Columbus zelfs om al dadelijk de veiligheid van onze linie ook gedurende den nacht weder te verzekeren, is, dunkt me, onder het bestuur van Generaal van Teijn afdoende bewezen. Tegen het einde van September 1889 liet de Generaal daarmede een aanvang maken en reeds vóór het einde van December van dat jaar was het uit met ‘s vijands overmoed”.

The afdoende bewezen formula (conclusively proven) — conclusively proven — is the operational warrant Van Heutsz invokes to argue that the security of the linie can be restored without the grote kosten (great costs) — great costs — of a renewed armed conquest. Van Heutsz’s argument is set out in the preceding paragraphs:

“Iedereen zal zeker gaarne gelooven, dat ik geen tegenstander ben van krachtig optreden met de wapenen en zonder eenigen twijfel is het waar dat, als wij op die wijze in korten tijd opnieuw aan het verzet in Groot-Atjeh een einde maakten, de volkomen onderwerping verder, door scheepvaartregeling op de kusten, in verband met de wijze van handelen, uiteengezet in de Nota van Generaal v. d. Heijden dd. 19 April 1880, evenzeer zou afgedwongen worden als dit vroeger onder het bestuur van dien Generaal, bij toepassing van dezelfde maatregelen, zou gebeurd zijn”.

The argument — that a renewed Van der Heijden-style conquest would succeed, and would complete the onderwerping (submission) in combination with the scheepvaartregeling (shipping regulation) — is, however, qualified by the cost:

“Maar om de groote kosten zou de Regeering dezen weg niet dan bij volstrekte noodzakelijkheid uit willen en al kunnen deze op de Atjehers verhaald worden, zou zij allicht vreezen weder te komen staan voor eene uitputting van het leger als reeds eenmaal beleefd is”.

The grote kosten (great costs) — great costs — and the fear of a renewed uitputting van het leger (exhaustion of the army) — exhaustion of the army — were, in Van Heutsz’s reading, the reden (reason) why the Van der Heijden-style campaigners’ road should not be followed: “Dien weg van wapengeweld, waaraan ik anders zeker de voorkeur zou geven, wil ik derhalve niet aanbevelen zoolang men nog op andere wijze, in het tegenwoordige stelsel, tot het gewenschte doel kan geraken”. The andere wijze (other way) — the other way — was the actieve verdediging (active defense) of the linie that Van Teijn had introduced in September 1889 and that had, by December 1889, restored the linie’s security without a renewed armed conquest. The reform was, in Van Heutsz’s endorsement, the afdoende bewijs that the andere wijze was sufficient.

The institutional framework

The reform’s institutional framework was, in Van Heutsz’s account, a division of labour between the military and the civil administration. The military — the officers and troops of the posts, under the chef van den staf (chief of staff) — were responsible for the veiligheid in en binnen de linie (security in and within the line) — the security in and within the line — through the active-defense measures of ambushes, patrols, and reconnaissance. The korps maréchaussée (marechaussee corps) was excluded from the active-defense role and confined to its politiekorps (police corps) function within the linie. The civil administration — the bestuur (government) — was responsible for ending the schieten op onze posten, trams enz. (the shooting at our posts, trams, etc.) and for bringing the onze linie omringende moekims (the mukims surrounding our line) to rest:

“Terwijl men nu van militaire zijde op practische wijze zorgt voor de volkomen veiligheid in en binnen de linie, het eerste op de aangegeven wijze door behulp van de officieren en troepen van de posten, (niet door het korps maréchaussée, dat slechts binnen de linie mag optreden als politiekorps) en het geheel onder de leiding van den chef van den staf, die voor de volkomen veiligheid aansprakelijk moet worden gesteld, is het de taak van het bestuur om een einde te maken aan het schieten op onze posten, trams enz., en de onze linie omringende moekims tot rust te brengen”.

The institutional framework was, in Van Heutsz’s reading, the operational complement to the scheepvaartregeling he prescribed for the Onderhoorigheden (Dependencies): the actieve verdediging of the linie would secure the interior, the scheepvaartregeling would coerce the coast, and the two together would complete the onderwerping (submission) without a renewed armed conquest.

Significance

Van Teijn’s active defense of September 1889 is, in Van Heutsz’s narrative, the operational exhibit he invokes in the closing half of the 1893 tract against the Van der Heijden-style campaigners who were calling for a renewed armed conquest of Groot-Atjeh. Its significance in the Aceh Wiki History record lies in four things. First, it was the operational reform that replaced the slechtste stelsel (worst system) of louter passieve verdediging (purely passive defense) with the actieve verdediging (active defense) of practisch gestelde hinderlagen (practically-laid ambushes) in the enemy’s terrain, verrassend optredende patrouilles (surprisingly-acting patrols), and close verkennen (reconnaissance) of the enemy’s positions. Second, it produced its result — “het uit met ‘s vijands overmoed” — within three months of its introduction, from the end of September to before the end of December 1889: the operational exhibit Van Heutsz invokes against Scherer’s three-year timeframe to argue that the linie’s security could be restored in “veel minder tijd” than Scherer’s drie jaren. Third, it was the operational exhibit Van Heutsz endorsed as “afdoende bewezen” — conclusively proven — under Van Teijn’s governorship, and the warrant by which he argued that the Van der Heijden-style campaigners’ road of renewed armed conquest should not be followed “zoolang men nog op andere wijze, in het tegenwoordige stelsel, tot het gewenschte doel kan geraken”. Fourth, it was the operational complement to the scheepvaartregeling Van Heutsz prescribed for the Onderhoorigheden: the actieve verdediging of the linie would secure the interior of Groot-Atjeh, the scheepvaartregeling would coerce the coast, and the two together would complete the onderwerping without the grote kosten (great costs) and the risk of uitputting van het leger (exhaustion of the army) that a renewed armed conquest would entail.
