Re-regulation of Dutch-English relations in the East. Holland got supremacy over the whole island of Sumatra except Atjeh. Dutch had to: (1) ensure no foreign nuisance from Atjeh (piracy, molest); (2) not exercise political power over Atjeh. Could not organize a police service in Atjeh because it would undermine Atjeh’s political independence. Created an untenable relationship.
