To these he added the requirement that the chiefs must have complete confidence in the administrator while at the same time being “held him in awe” — knowing that they cannot play with him and can never dare to break their word to him — but that the administrator must in return give them what they need, “dus bovenal steun.”

Swart’s principle was double: “whoever wishes to govern well must see to it that the chiefs place complete confidence in the administrator, but that at the same time they hold him in awe. They must know that they cannot play with him and can never break their word to him — and therefore never dare to. But that administrator must also give them what they need, and above all support.”
