The Gemeentefonds in Atjeh — the municipal fund in Atjeh — was the colonial government’s form of municipal government for the chief places of the Gouvernement Atjeh en Onderhoorigheden, instituted at Langsa, Idi, Lho’ Seumawé, Sigli and Kota Radja (with the bathing-place at Oelèë Lheuë). The gemeentefonds is, in Broersma’s account, a useful institution and it works easily. The head of the local government, here the controleur, is chairman of the committee of four members which manages the fund. It looks after the interests of local traffic, health, and street-lighting. The proceeds are payments for street-lighting, the yield of rent on the market-sheds. It maintains a slaughterhouse, a tennis-court, a cinema. Some municipal funds maintain a bathing-place at sea. There are people who would rather live under the management of an Atjehnese municipal fund than under the care of a town-council on Java.
